President CPM ®
Kerri Toth has been employed in the Property Management Industry at the management level since 1993. She began employment with RAM in 1997 as Regional Property Manager, was promoted to Conventional Division Vice President in 1999, and to RAM President in 2008. As President, she is responsible for all aspects of operations pertaining to Royal American Management and for the physical and financial integrity of all RAM-managed apartment communities. She has extensive experience in marketing and management of all types of properties including Conventional Luxury, HUD, RD, Section 42, Bond, Hope VI, SAIL, public housing and various Senior-type apartment communities to include Independent, Assisted, and Congregate Living Facilities. Mrs. Toth also has experience with both new construction properties and the rehabilitation of existing properties.
Ms. Toth holds the Institute of Real Estate Management (IREM) designation of Certified Property Manager (CPM ®), the designation of Certified Credit Compliance Professional (C4P), and a Florida Real Estate Salesperson License. She graduated Magna Cum Laude with a Bachelor of Science Degree in Business Administration, with a concentration in Real Estate Management, from Peirce College in Philadelphia, Pennsylvania.
Mrs. Toth served as IREM Florida Chapter #35 President for 2006 - 2007. Under her leadership, the Chapter achieved major growth in membership base and was awarded IREM Region Chapter of the Year in 2006 & 2007 and IREM’s highest honor, the Five-Star Chapter Award for 2006 and 2007. She was awarded IREM North FL Chapter #35 CPM ® of the Year 2007. RAM received the AMO ® of the year Award for 2006, 2007, 2009, 2011, and 2015. Mrs. Toth currently serves on the National Housing and Rehabilitation Association (NH & RA) board of directors.
As RAM President, she is responsible for the management of one of the largest and most diverse, affordable apartment community portfolios. The Management Company is structured to accommodate rapid growth and can do so in a professional, effective, efficient manner that completely fulfills all the management agent services needs for each community and their Owners.
Executive CPM ®, Corporate Broker, Vice President Commercial Division
Scott Clemo holds a Broker's License in Alabama, Georgia, Tennessee, Mississippi, Virginia, and North and South Carolina. He obtained his Florida Real Estate License in 1991 and his Florida Broker's License in 1996. Mr. Clemo graduated from the University of Florida in 1988 with a Bachelor of Science Degree in Athletic Administration.
Mrs. Ost is located in the Panama City Corporate Office and is responsible for the oversight of all aspects of operations pertaining to all properties in the RAM Portfolio located throughout the Southeastern United States. She supervises all operational staff: Regional VPs, Regional Managers, Area Managers, all site staff, and all corporate office administrative assistants. Mrs. Ost has over 33 years of property management experience and has been with Royal American Management for that entire period of time where she has served in the positions of HUD and Conventional Division Site Manager, Regional Manager, Regional VP, and Conventional Division Vice President. She has extensive experience at all supervisory levels in the management of both luxury and affordable housing.
Senior VP of Operations
Mrs. Hackett-Maggard serves as VP of Operations in charge of the Charlotte, North Carolina; Orlando, Florida; and Miami, Florida Regional Corporate Offices. She is responsible for overseeing all facets of property management operations for the Florida (excluding the areas from Tallahassee west to Alabama), North & South Carolina, Arkansas, Tennessee, and Colorado Region portfolio.
Mrs. Hackett-Maggard has over 25 years experience in the property management industry and has extensive knowledge of Conventional and Tax credit multi-family, senior, and assisted living housing. She holds the designations of Certified Apartment Property Supervisor (CAPS), Certified Professional of Occupancy (CPO), and is a State of Florida licensed Real Estate Sales Associate. She graduated from Florida Atlantic University with a Bachelor of Science Degree in Business Administration Management.
VP of Compliance
Relations VP Wendi LeMense is responsible for assuring that Housing Credit communities comply with all IRS and State Housing Agencies’ policies and regulations and LURAL requirements. She is certified in Housing Credit Management and oversees compliance, reporting, and training requirements for over fifty RAM-managed Housing Credit communities, many with multiple funding sources and multiple program requirements. She worked for over nine years with the Florida Department of Children and Families in the Temporary Assistance for Needy Families Programs, Nutritional Assistance Programs, and Medicaid Health Care Programs, where she gained extensive experience in interpreting, training, and assuring compliance with complex government policies and regulations.
Mrs. LeMense serves as the Welfare Reform Specialist for RAM. She is responsible for understanding and interpreting Welfare Reform policy and how the policy is being implemented by Public Assistance staff. As a member of the Gulf Coast Workforce Development Board and the WAGES Committee, she is directly involved in shaping Welfare Reform Policies and often advocates for individuals directly affected by Welfare Reform Policy. She disseminates Welfare Reform information to the President, Vice Presidents, and the Regional, Area, and Community Managers so they in turn can distribute vital information to the communities. Ms LeMense has an AA in Mass Communication, is a designated Certified Credit Compliance Professional (C9P), and a member of IREM. She began employment with RAM in 1995.
Vice President Accounting
Ms. Vossler began employment with Royal American Companies (RA) in 1994 as a Staff Accountant at the Boardwalk Beach Resort on Panama City Beach, Florida. In 1995, she accepted the position of Accounting Manager for the holding company, Peoples First Properties, Inc., and transferred to Royal American’s Corporate Office in Panama City, Florida. In 2011, Kathy was promoted to the position of Vice President/Controller for Royal American Companies. In this role, she oversees all aspects of the Accounting Division to include apartment and corporate accounting functions. She directly supervises three department managers and oversees a staff of 17 which includes accounts payable, payroll and general ledger accounting.
Prior to joining the Royal American team, Kathy served as a staff accountant for an overhead crane manufacturer. She has over 30 years of progressive experience in the accounting field.
Kathy is a native of Panama City where she attended Gulf Coast Community College.
Vice President Information Technology
Mr. Grindrod is responsible for the leadership and management of the Royal American Companies (RA) Information Technology staff and for all aspects of IT services, assets, and budgeting. He is responsible for monitoring and maintaining the integrity of the corporate software network which serves all divisions of RA. IT provides network connectivity for the RA corporate office staff averaging 150 personnel, multiple corporate /satellite offices, an average of 180+ Royal American Management (RAM) managed multifamily communities, and the RA owned Boardwalk Beach Resort and Conference Center located on Panama City Beach, FL.
Mr. Grindrod joined the Royal American family in 2012. Since that time, he has elevated the status and efficiency of RA Information Technology services by implementing: a complete upgrade of the corporate infrastructure, virtualization of over twenty-five on-site servers, migration to cloud-based email service, implemented a digital backup solution retiring aging tapes, and replacement of Company-provided employee Blackberries with IPhone and Android smartphones. He stays abreast of the rapid changes/improvements in the software / hardware technology industry to keep RA services current in the world of Information Technology.
Mr. Grindrod served in the British Royal Navy as a helicopter electrical specialist from 1979 – 1985. In the mid 1980’s he immigrated to the US and enlisted in the USAF where he served as a Law Enforcement specialist before cross training into the communications field. His assignments included tours at Norton AFB CA, March AFB CA, and Tyndall AFB FL. His final assignment was as the Executive Communications Specialist to the Commander of First Air Force at Tyndall AFB FL. After twenty years of service, he retired and became a government contractor working for the USAF and Homeland Defense on a communications project designed to install and maintain secure ground to air data links for USAF fighters across the Continental United States.

Vice President Contracting
Contracting Vice President Harry Smith began employment with RAM in November 2009. He came to RAM from Royal American Construction (RAC) where he held the position of Vice President and continues to be a valued support to RAC. He began his career in the construction industry in 1975 as an Assistant Superintendent of Quality Control. Through 1992, he worked in a variety of Construction Superintendent / Manager Positions where he was responsible for a variety of project supervision and management duties, budget control, and contract negotiations. In 1992, he began employment with RAC as Project Manager and was promoted to RAC Vice President in 1998.
As RAM Contracting VP, Harry is responsible for all community issues that require a contract of $5,000 or above for on-site repairs and/or renovations. He is responsible for all insurable repairs and coordinates with Royal American Construction for site renovation projects to include creating Resident Relocation Plans when necessary. He is responsible for all on-site service related contracts and all national vendor accounts.
Mr. Smith has been associated with the development and construction of a wide variety of residential and commercial developments. He was awarded Construction Superintendent of the Year from Lincoln Property Company in 1984 and 1988. He holds a State General Contractor Certification, State Underground Utility Contractor Certification, Red Cross First-Aid CPR Certification, and is familiar with OSHA and ADA requirements, Florida Building Codes, SBCC, and Life Safety Codes.
Vice President of HUD/RD Compliance
Royal American Management Director of HUD Compliance Dawn Bellows has been employed with Royal American Management since 1981. She began her career as a HUD Compliance expert in 1995 when she held the position of HUD Regulatory Specialist, Fair Housing Trainer / MS / Special Projects Officer, and in 1998, Regional Manager to the HUD Division. She is responsible for Section 8 compliance issues, interpretation and implementation of HUD regulatory notices and is active in many Industry associations. She is responsible for Section 8 rent increases, HAP contract renewals, and management fees, 504 Coordinator, EIV Coordinator, HUD Security Systems Coordinator, and Company 2530. She acts as liaison between the Owner and Management Company and Underwriters on mortgage restructuring negotiations.
Her knowledge of accounting and government regulations and her competency with most Industry software programs makes her extremely well qualified for diversified responsibilities to include development of trend analysis information pertaining to all aspects of the Management Company. Mrs. Bellows is the Florida State Director for SAHMA which entails putting on the Annual State Meeting holding quarterly regulatory partner meetings with HUD and the NTHDC- North Tampa Housing Development Corporation. She holds NAHP-E, CPO, and FHC Certifications. Ms. Bellows directs and maintains company policies for HUD compliance issues such as EIV, 504 transition plans, Limited English Proficiency, division procedures manuals, and company HUD compliance software
Vice President of Human Resources
Ms. Bartlett is responsible for the leadership and management of the Royal American Companies (RA) Human Resources, Training, and Risk Management staff, and for all aspects of HR services, assets, and budgeting. She is responsible for management of all Human Resource and Risk Management areas, including Healthcare Benefits, Retirement Services, Payroll, Compensation, Employee Relations, Employee Policy & Procedures, Performance Management, Learning & Development, Recruitment, Training, Risk Management, and Worker’s Compensation.
Human Resources provides services for approximately 1,400 employees, including the RA corporate office staff averaging 150 personnel and multiple corporate /satellite offices, 200+ Royal American Management (RAM) managed multifamily communities, RA owned Boardwalk Beach Resort and Conference Center located on Panama City Beach, FL, and RA Companies’ insurance, construction and development, entertainment, and hospitality sectors.
Ms. Bartlett joined the Royal American family in 2013. She has 19 years of experience with extensive knowledge working in Human Resources and Training. She holds her Senior Professional in Human Resources Certification (SPHR), the senior-most human resources certification, as well as her BS/BA in Management & Human Resources and a Masters of Business Administration (MBA) from the Columbia College of Missouri.
Regional Vice President
Mrs. Williams is based in the Panama City Corporate Office and is responsible for overseeing all facets of property management operations for RAM managed properties located in South Alabama, South Georgia, South Mississippi, and in the Panhandle of Florida spanning from Jacksonville, Florida to Bay St. Louis, Mississippi. She directly supervises Regional Managers located at the Panama City Corporate office as well as Regional Managers located in several different satellite offices located in the Southeast.
Mrs. Williams has thirteen years experience in the multifamily housing property management industry to include the management of Tax Credit, Conventional, and HUD Family and Senior Housing. She began employment with RAM in 1998 and during that time has garnered a wide range of experience in property management.
Prior to her employment with RAM, Ms. Williams served as a District Manager with Hardees restaurants for 12 years. During her tenure with Hardees, she was responsible for the day to day operations of seven (7) restaurants.
Ms. Williams attended Jacksonville State University and Gadsden State Jr. College.
Regional Vice President
As Regional VP of Operations, Ms. Dugas is responsible for overseeing all facets of property management operations for the North and South Carolina, Arkansas, Mississippi, Colorado, Tennessee, Georgia and Central Florida Regions of the RAM Portfolio. She is based in the RAM Orlando, Florida Regional Corporate Office.
Ms. Dugas has over 18 years of experience in the property management industry and has extensive knowledge of Conventional, Tax Credit, and HUD multi-family and senior communities. She is also very experienced in lease up of new construction and rehabs. She holds the following designations: Certified Apartment Manager (CAM), Certified Apartment Property Supervisor (CAPS), and Certified Professional of Occupancy (CPO) Ms. Dugas began employment with RAM as a Regional Manager for the Central Florida region in 2009 and was promoted to Regional Vice President of Operations in 2014.
Regional Vice President
As Regional Vice President, Mr. Rodriguez is responsible for all aspects of property management operations from Palm Beach County down to the Florida Keys. He oversees a diverse portfolio of developments which consist of Project-Based Section 8, Low Income Housing Tax Credit (LIHTC) and Workforce Housing among others. Based out of the Miami Corporate office, he works closely with his team of Regional Property Managers to execute the objectives of Royal American Management and its clients.
With over 10 years of experience in the multifamily housing industry, Mr. Rodriguez, has successfully leased-up several new construction communities, led diligent management acquisition teams as well as collaborated with non-profit organizations in the community to provide quality housing to individuals coming out of homelessness. Since 2010, he has held the designation of Certified Professional of Occupancy (CPO) issued by the National Affordable Housing Management Association (NAHMA) and is a State of Florida licensed Real Estate Sales Associate. He graduated from Miami-Dade College with an Associate in Arts degree in Business Administration.
Mr. Rodriguez began employment with RAM in 2007 as a Community Manager and was promoted to Regional Manager in 2010 before becoming a Regional Vice President in 2014. Fueled by a belief that great leadership is as much about learning as it is teaching, Chris’ professional approach is routed in teamwork. He is fluent in both English and Spanish.
Director of Marketing
Director of Marketing Brittany Walsh directs all advertising, market research, public relations, and marketing efforts for Royal American Management. She is responsible for the full development and implementation of innovative, brand-building marketing plans and strategies for existing and new properties in RAM’s portfolio. In addition, Ms. Walsh oversees and manages all design projects by providing creative direction to her creative design team who create all marketing collateral including logos, brochures, signage, print and electronic media for each property.
She continuously monitors the effectiveness of each marketing venue and the occupancy of each community and adjusts individual marketing strategies as needed. She visits communities to work directly with their leasing and marketing staff as needed and is always available to provide marketing support and advice.
Ms. Walsh began her career with RAM in 2006 as Marketing Specialist, and soon became a Marketing Coordinator and then Marketing Research and Social Media Manager before her promotion to RAM Director of Marketing in October of 2010. Brittany graduated from Florida State University and holds a Bachelors Degree in Professional Communications.
Director of Onesite Support
Mrs. Middleton is responsible for the functionality, support, and procedures relating to RealPage/OneSite software at all RAM-managed properties and for the implementation of the software at all new sites entering the RAM Portfolio. She is responsible for the implementation of new OneSite software features and product upgrades and for monitoring existing procedures to ensure the maximum efficient use of all software capabilities. Mrs. Middleton and her staff provide training and on-going one-on-one support to site staff as necessary. Any issues are quickly remedied. RAM uses the following RealPage OneSite products: Leasing and Rents, Document Management, Facilities, and all three affordable compliance products.
Mrs. Middleton began her career with RAM in 2010 as Tax Credit Specialist. As she had previous Enterprise Resource Planning, ERP, implementation experience, she was soon heavily involved in the process of converting all RAM Tax Credit sites from the existing Resident Management Software to RealPage OneSite software. She quickly mastered the software and demonstrated her ability to assume the responsibility for the efficient operations of the OneSite Support Department. She was promoted to RAM Director of OneSite Support in November of 2011. Melissa received a Bachelor of Science Degree in Multinational Business Operations and Business Management from Florida State University.
